Rutkovsky's house in Kyiv will be turned into a hotel. What does reconstruction involve??
The development company "Contact-Invest" will allocate four million dollars for the restoration of the house of Petr Rutkovsky (architectural monument of local importance) along Turgenevskaya street, 19, informs the portal https://ukr-today.com/. In April, the company entered into a security agreement with the Department of Cultural Heritage Protection of the Kyiv City State Administration and agreed on the architectural concept.
Director of the Department for the Protection of Cultural Heritage of the Kyiv City State Administration Oleksandr Nikoryak said, that the restoration project should include a conclusion about the impact of construction work on the adjacent site, Turgenevskaya, 17. Work must be completed within 2021-2023 years.
The concept of restoration provides:
- restoration and preservation of stucco,
- returning the building to its original color,
- preservation of volume-spatial parameters.
Interior details will also be preserved.: granite stairs and fragments of floor mosaics. Facades will return to their original color – gray-blue instead of the usual red-terracotta, which the, according to research, appeared after 1917 of the year. The building will also be inclusive, in particular, they will make an elevator. The project was developed by the Vikharev architectural bureau. The house will be equipped with an “Apart-hotel”, because, according to Chernetsky, this is the only format, which does not require parking.
Project for a neighboring plot on Turgenevskaya, 17, already received all permits, the concept is now being adjusted. Initially, an office center with a total area of about 3 thousand square meters with open space floors, however, now they are considering the option of an office and hardware complex.
Rutkovsky's house was built in the historicism and neo-Renaissance style in 1901 year according to the project of the architect I. Agurov, evicted as an emergency in the 1980s, has been abandoned since then.
Now the house-monument is on the balance sheet of the CP “Spetszhilfond”. IN 2020 year house 19 on Turgenevskaya along with the site 17 was put up for sale for renovation for 1,5 million dollars. In April 2021 the house was surrounded by a building fence. This caused a resonance in society. Activists believe, that construction work can cause destruction of the house 19. In April, on the site under 17 started digging a foundation pit for construction, on site at home 21 Construction work also began. This led to cracks appearing on the walls of the house 19.
According to lawyer Dmitry Perov, the developer actually carried out the squatting of the house of Petr Rutkovsky. On the fact of the self-capture of the monument, a statement was made under the article 197-1 Criminal Code of Ukraine – self-acquisition of land.
